I saw on French Monde television, that’s one of NGO (non government organization) made the environmental project in Peru to kept the dolphin, which is before the dolphin always to catch for consumption, even on the Peruvian has special the environmental police, the fishermen sell on the black market. The NGO talk with the local fishermen and coperate with police to swap the vendors, even the local people insult them when the operation. some of the fishermen able to teach and open vision to kept the environmental. and they teach to be tour guide. they excited and get more income from tourist. whats the short above case able to do in Pulau Seribu also..? I think Pulau seribu need volunteer that have a big vision and have to support from related authority in pulau seribu for success the project.
